Academic Performance Index (API)

The California accountability system measures the performance and progress of a school or district based on results of statewide tests at grades two through twelve. A school’s Academic Performance Index (API) is a composite number representing the results of these tests and is reported as a numeric index (or scale) ranging from 200 to 1000.
The test results used in calculating a school’s API have different emphases. The amount of emphasis each subject or content area has in the API for a particular school or district is determined by statewide test weights and by the number of students taking each type of test.
The API is reported annually in the Accountability Progress Reporting (APR) along with AYP and PI results.

Adequate Yearly Progress (AYP)
For 2014, only high schools and high school local educational agencies (LEAs) that enrolled students in grades nine, ten, eleven, and/or twelve on Fall Census Day in October 2013 received an AYP Report.
Because students in grades three through eight participated in the Smarter Balanced Field Test during the 2013–14 academic year, the U.S. Department of Education approved a determination waiver for California which exempts elementary schools, middle schools, elementary school districts, and unified school districts from receiving a 2014 AYP Report.

AYP is a series of annual academic performance goals established for each school, LEA, and the state as a whole. Schools, LEAs (local education authority), and the state are determined to have met AYP if they meet or exceed each year’s goals (AYP targets and criteria).
If a school or an LEA misses one or more requirement, it does not make AYP and may be identified for PI. The “AYP Criteria” section describes the specifics for each of the four requirements.
The information that forms the basis for AYP participation rate and percent proficient calculations (Requirements 1 and 2) comes from assessment results of the Standardized Testing and Reporting (STAR) Program and the California High School Exit Examination (CAHSEE).
The AYP is reported annually in the Accountability Progress Reporting (APR) along with API and PI results.
