English Language Proficiency Testing Information
State and federal law require that local educational agencies administer a state test of English language proficiency (ELP) to eligible students in kindergarten through grade twelve. The California Department of Education (CDE) is in the midst of transitioning from the California English Language Development Test (CELDT) to the English Language Proficiency Assessments for California (ELPAC) as the state English Language Proficiency (ELP) assessment.
The purposes for English Language Proficiency testing are:

To identify students who are limited English proficient.

To determine the level of English language proficiency of students who are limited English proficient.

To assess the progress of limited English proficient students in acquiring the skills of listening, reading, speaking, and writing in English. Questions and answers about this important test follow.
English Language Proficiency Assessments for California (ELPAC)
The ELPAC is the successor to the California English Language Development Test (CELDT) and is aligned with the 2012 California English Language Development Standards. It is comprised of two separate ELP assessments: one for the initial identification of students as English learners (ELs), and a second for the annual summative assessment to measure a student’s progress in learning English and to identify the student's level of ELP
