Addressing the Board of Education in Board Meetings

Members of the public are encouraged to participate in meetings and to address the Governing Board on any matter listed on the agenda or on a matter within the jurisdiction of the Board. Pursuant to Board Bylaw 9323, public comment on any agenda or a non-agenda item is limited to three (3) minutes per person/speaker or communication, and a total of 20 minutes per item/topic. In order to conduct district business in an orderly and efficient manner, any of the following methods may be used for public comment:

OPTION 1: IN-PERSON

For Public Comment in Person, please fill out a “Speaker Card” available on the back counter of the Board Room and return it to the Executive Secretary to the Superintendent before the start of the meeting.

OPTION 2: LIVE COMMENT THROUGH ZOOM – Access via Computer
Someone wishing to speak during the Board’s consideration of an item may click on the “Raise Hand” icon: Please wait to be called upon to speak by the Secretary to the Board. The host of the meeting will unmute your audio (video will remain off) to allow you to begin speaking (up to 3 minutes). When the host allows you to talk, you will see a notification within Zoom letting you know that your microphone is going to be unmuted. At the end of public comment, the host will place you back on mute.

OPTION 3: LIVE COMMENT THROUGH ZOOM - Access via Phone
Someone wishing to speak during the Board’s consideration of an item via phone can use the phone's dial pad: *9 - Raise Hand. Please wait to be called upon to speak by the Secretary to the Board. To begin speaking (up to 3 minutes), please unmute your phone by pressing *6. Once you finish speaking, press *6  to mute your line again.

As a reminder, the Board requests but does not require public speakers to identify themselves.

Addressing Public Comment

Public comment on items on the agenda, including Closed Session items, will be addressed during the presentation of that item. Public comment on items not on the agenda will be addressed when the Board reaches that portion of the meeting. 

Per the Brown Act, no action may be taken and no discussion held on items raised during public comment that are not on the agenda. The Board may ask for clarification and/or refer the item to staff.
